救災救什么?這似乎是一個無須思考的問題。但事實上，救災的真義必須得到厘清。救災的第一要務，當為拯救生命。與生命相比，財產的損失與災后的重建等都已經相對次要，或者說，包括搶救財產以及對于地震中出現問題的反思等，都應該退到“拯救生命”這一極端重要的議題之后。

在地震災害現場指揮搶救的溫家寶總理說過一句話，“只要有雙手，家園就能重建”——這句話真切地詮釋出了救災的真義所在。換言之，這也是中國政府將救人作為首要任務的理念之源。正因為生命只有一次，無法以其他之物替代，故救災者必須以最快的速度，以最大的努力，甚至不惜采取任何手段，“不惜任何代價”，拯救災區民眾的生命。

這意味著，以政府為主導的救援體系須將重心落在對生命的挽救上。隨著時間的推移，傷亡數字也將會不斷增加。數萬人的生命安危，其實就是最嚴厲的災情命令。只要有一線的希望，救援者就必須以百倍的努力，從廢墟中尋找可能的生還者，從正在倒塌的建筑物中搶救出每一個生命。

應該看到，救災不僅依賴信心、勇氣與團結的精神，也依賴專業的'救援隊伍與技術配置。盡管人人都可為救災盡力，但在一定條件下，救災又是一個技術活，專業性強、風險度高、勞動量大。不能不提到，中國軍人又一次發揮了“鋼鐵長城”的作用，在艱苦的救災條件下，作戰在災區的精銳部隊充分體現出了威武之師的雄風。年輕的中國軍人在災區救援的情景，確實令人深切地感到了血濃于水的魚水深情。

將拯救生命視為壓倒一切的首要任務，也意味著，救援者必須爭分奪秒，與死神賽跑。那些廢墟里奄奄一息的生命，正在急切地等待救助。“時間就是生命”的含義，在此時也得到了最真切地體現。救援者早一秒進入受災地區，就能早搶救出一個生命。在震中地區交通不便甚至中斷的情況下，溫家寶總理要求救援隊伍“就是步行也要盡快進入受災最嚴重的地區”，突出強調了地震救援之時間概念的重要性。
